Pesticide MRL Harmonization Program

The United States Department of Agriculture (USDA) is pleased to announce The Norman E. Borlaug International Science and Technology Fellows Program (Borlaug Fellows Program) – for citizens of Brazil, Costa Rica, Egypt, Ghana, Kenya, Serbia, South Africa, and Thailand in the area of Pesticide Minimum Residue Level (MRL) Harmonization. The Borlaug Fellows Program offers training and collaborative research opportunities in international agricultural science, leadership and policy. Training venues usually include U.S. universities, government agencies, and international agricultural research centers. Each Fellow works one-on-one with a mentor who coordinates the Fellow’s training and visits the Fellow's home institution after completion of the training.

The 2008 Norman E. Borlaug International Agricultural Science and Technology Fellows Program for agricultural scientists is funded by the United States Department of Agriculture (USDA), Foreign Agricultural Service.

The application deadline for 2008 Borlaug Fellows Program –Pesticide MRL Harmonization is August 4, 2008.

The 2008 program focuses on the countries of Brazil, Costa Rica, Egypt, Ghana, Kenya, Serbia, South Africa, and Thailand

Objectives:

  • Provide agricultural research and/or regulatory scientists, faculty and policymakers with an opportunity to work one-on-one with U.S. experts in the fields of agriculture, chemistry, and international policy at a U.S. institution or CGIAR center;
  • Provide scientists, faculty and policymakers with practical experience and exposure to new technologies that can enhance their own research endeavors;
  • Foster increased global collaboration and networking between international and U.S. agricultural scientists and policymakers to improve agricultural productivity;
  • Facilitate the transfer of new science and agricultural technologies to strengthen agricultural practices;
  • Address obstacles to the adoption of technology such as ineffectual policies and regulations;
  • Provide leadership skills training.

Eligibility Requirements:

  • Citizens from Brazil, Costa Rica, Egypt, Ghana, Kenya, Serbia, South Africa, and Thailand in the early to mid-level stages of their professional careers;
  • Good working knowledge of the English language;
  • Minimum Masters degree with 3 years practical experience or working toward Masters degree with 5 years experience;
  • Currently employed at an institution in Brazil, Costa Rica, Egypt, Ghana, Kenya, Serbia, South Africa, and Thailand with intent to continue working in their country for a minimum of two years following their return from the United States.

Program Structure:

  • Priority research areas: pesticide research and policy in support of pesticide registrations and maximum residue level (MRL) setting, with an emphasis on specialty crops;
  • U.S. host universities: To be determined;
  • Fellows will spend 6-8 weeks at the U.S. host university during the 2009 academic year;
  • Fellows’ laboratory and field research will be conducted under the supervision of a university faculty or research mentor.

Application Requirements:

Eligible candidates are invited to submit the complete application including the following attachments no later than August 4, 2008.

  • One page program proposal
  • Approval of the home institution
  • Two letters of recommendation
  • Official copy of completion of college degrees
  • Copy of passport identification page
  • One passport sized photos
