Job Title:  Program Specialist

The Development Resources and Disaster Assistance Division (DRDAD) is responsible for coordinating USDA participation in technical assistance, training, and development programs undertaken on behalf of developing nations.  Specific emphasis is oriented toward, but not limited to, administering and implementing Agency for International Development (USAID) funded programs under Participating Agency Service Agreements (PASAs) and Resource Support Service Agreements (RSSAs), as well as agreements with other organizations and non-USAID countries.

This position is located in the Office of the Director of U.S Foreign Assistance (F) and will be deployed to the Office of Foreign Assistance at the State Department, where the incumbent will serve as special assistant to the Chief Operating Officer of USAID’s Bureau for Foreign Assistance. The Office is charged with developing and implementing a coordinated United States Government (USG) foreign assistance strategy and operational plans. The Foreign Assistance creates and directs consolidated policy, planning, budget and implementation mechanisms to provide leadership, coordination and guidance to maximize the impact of US foreign assistance; has authority over Department of State and United States Agency for International Development (USAID) foreign assistance funding and programs, with active and ongoing participation in program planning, implementation, and oversight from various bureaus and offices within the Department of State and USAID; and provides coordination and guidance for foreign assistance delivered through other agencies and entities of the USG, including the Millennium Challenge Corporation and the Office of the Global AIDS Coordinator.

The incumbent will assist in the coordination, implementation, and management of established programs and evaluates their effectiveness, monitor and evaluate program implementation of overarching communications strategy and implement and manage procedures and tools to facilitate efficient and effective information flow within the Foreign Assistance and with USAID and Department of State bureaus/operating units regarding instructional and/or guidance materials in support of F's strategic planning, budgeting, and reporting efforts. S/he will resolve issues and provide advice on matters where policies or decisions covering areas of uncertainty in approach or methodology are required and where new techniques or information must be developed. S/he will consult with interagency task teams and planning personnel in preparing requirements and criteria for U.S. Government foreign assistance. S/he will facilitate and convene regular and recurring meetings with operations/program area directors to enhance coordination among organizational elements to move pending or tasked issues to conclusion. S/he will also assist with the preparation of briefing papers for principles for Congressional testimony, and may accompany principals to hearings and meetings with Congressional and White House staff.

The incumbent will also assist the Chief Operating Officer with the planning and management of special projects for major agency organization or program issues with broad impact and carry out assignments for the Chief Operating Officer and other senior Foreign Assistance management, including synthesizing feedback from foreign assistance community regarding current/proposed strategies or proposed/on-going initiatives and recommending changes to these initiatives and strategies to address community concerns.

This position requires a Secret security clearance.

Job Title: Senior Advisor on Remittances and Diaspora

Grade:  GS-1101-14

Development Resources and Disaster Assistance Division coordinates major facets of USDA participation in technical assistance and developmental programs. Its mission is to provide USDA technical assistance, training, and information to cooperating countries and institutions to achieve sustainable agricultural production, mutual economic growth, and a better environment.

The position requires knowledge of the complex linkages and impacts of microenterprise development and microfinance on economic growth, trade, rural and urban employment, health, political power and poverty reduction.  More specifically, it requires knowledge and experience of microfinance institutions, as well as the application of innovative approaches to the delivery of financial services, and knowledge of the legal and regulatory policy issues relevant to microfinance clients and the institutions that serve them.

DUTIES AND RESPONSIBILITIES

The employee will serve as a senior advisor providing technical backstopping and intellectual leadership to the Agency on activities pertaining to better mobilizing remittances to assist in development and poverty reduction. In this capacity, s/he: Plans, develops, and implements program/project development activities that affect broad mission areas as they relate to poverty reduction programs. Activities include assisting nascent diaspora groups who have not yet formed a strong vision; working closely with other technical teams such as those in the agriculture office; designing and overseeing focused research and development activities to advance the field's understanding of the linkages among migration, remittances, and poverty reduction; assisting in training USAID staff and partners on best practices for engaging diasporas and channeling remittances, understanding at the outset the challenges of reaching lagging rural communities that are often the communities or origin for many migrants both domestic and international. This includes designing and managing technical support instruments that provide assistance for diaspora groups.

Job Title: Senior Trade and Economic Advisor (Afghanistan/Pakistan Task Force)

Job Title:  International Agricultural Development Specialist

Grade:  GS-0101-13 (24 month temporary Schedule B appointment, with possible extension up to 5 years) (Multiple positions may be filled)

This position is located in the Development Resources Disaster Assistance Division’s Agricultural Market Systems Development Branch (AMSD). Requires close coordination with program funding partners (USAID, State Department, and others) to develop and oversee implementation of projects designed to extend USDA’s capacity in agricultural extension and market systems to developing countries worldwide. Up to about 25 percent of the work involves overseas travel, typically for several missions per year, two to three weeks duration each.

Incumbent is required to effectively communicate U.S. Government policy. More specifically, incumbent provides solid technical information for program development with stakeholders on USDA’s well-developed capacity in agricultural extension (including with U.S. colleges and universities) and agricultural market systems (e.g. marketing information, grades and standards, statistics, etc).

Using results-oriented management, incumbent is required to oversee all aspects of project activity implementation. Working in tandem with project team staff (program assistants, other counterparts, director staff), incumbent organizes and oversees all tasks required for assigned projects; also included are budgeting, financial oversight, and accounting, as well as monitoring and evaluation of project results.

Required Skills

Education:  University degree or equivalent related experience in managing international agricultural development projects.

Prior work experience: Demonstrated international development experience and experience in agricultural market systems development (e.g. marketing information, grades and standards, statistics, etc.) and experience with agricultural extension preferably but not required.

Personnel and fiscal management: Progressively responsible experience in fiscal project management, accounting and report preparation and management of personnel.  Knowledge of U.S.G. requirements on foreign assistance, and USDA procedures.

Skills and abilities: Proven effective interpersonal relations and communication skills, ability to lead, supervise and effectively negotiate with senior-level officials on sensitive policy matters. Skilled in planning, organizing, managing and evaluation technically complex projects. Job Title: International Affairs Specialist/International Training Specialist

Grade: GS-0131-11, GS-0301-11 (two positions)

The individuals will be assigned to the Trade and Scientific Exchanges Division, OCBD/FAS, which manages and coordinates short-term trade capacity building and scientific exchanges through the Cochran Fellowship Branch and the Scientific Exchanges Branch. The Trade and Scientific Exchanges Division designs and manages two week to six month training programs aimed at building trade and scientific capacities and establishing relationships that advance international trade agreements and two-way trade in over 70 countries.

The individuals will be assigned to either the Scientific Exchanges Branch or the Cochran Fellowship Branch, and will be responsible for developing and managing training programs in the U.S. for international public and private sector agriculturalists in areas related to agricultural research, agricultural trade, marketing, policy and technology transfer among others. Primary responsibilities include planning, developing, arranging, coordinating and evaluating training programs in agricultural disciplines for international participants. Other tasks may be assigned as appropriate by the Branch Chief.

The volume of work limits the ability of the incumbent to delegate administrative duties to lower-graded positions. Thus, there is a significant administrative workload integral to the position, including but not limited to the following activities: reviewing applications and preparing biographies of candidates, writing scopes of work for training providers, providing participant orientations, ensuring that expenditures are properly obligated and that budgets are reconciled in a timely manner, managing a variety of obligating documents (procurement requests, cooperative agreements, fund cite cables, maintenance checks, etc.), preparing weekly program highlights, contributing to briefing papers and maintaining regular contact with training providers.

Candidates with a college degree are preferable for this position.

Required Skills:

  • Candidates should have at least a Bachelor’s degree with relevant training and/or experience in agriculture, economics, natural resources, international trade and/or international development/relations sufficient to apply that knowledge in the development and implementation of appropriate international training programs. Proficiency in a major foreign language and overseas experience is preferable but not required. Equivalent experience can be substituted for academic qualifications.
  • Knowledge of U.S. educational institutions and/or agricultural businesses that have strong agricultural education, research, and training programs.
  • Experience in planning and carrying out management, administrative and fiscal tasks (including budget monitoring) surrounding the planning and development of agricultural training programs for international participants. Ability to handle multiple tasks with close attention to detail.
  • Knowledge of the developmental and educational needs of middle-income countries or emerging democracies as well as the role of training as a tool to help meet those needs.
  • Skills in interpersonal relationships to effectively maintain working relations with individuals from universities, other USDA agencies, trade associations, international organizations, the U.S. private sector, and foreign governments and participants.
  • A solid working knowledge of micro-computer uses and skill in using word processing software, databases and telecommunications systems. Ability to generate high quality reports and memos from database programs in a timely manner.

Job Title: Provincial Reconstruction Team Agriculture Advisors (Iraq/Afghanistan) – multiple positions as required

Grade: GS-301-11

These positions are administratively assigned to the Post Conflict and Disaster Assistance Branch of the Development Resources and Disaster Assistance Division, Office of Capacity Building and Development, Foreign Agricultural Service, U.S. Department of Agriculture (USDA/FAS/OCBD/DRDAD/PCDA), but will be located in and work directly with the Department of State on Provincial Reconstruction Teams (PRTs) in Iraq or with the U.S. military of PRTs in Afghanistan. PRTs are teams composed of civilian and military personnel, charged with the reconstruction and stabilization of the provinces where they operate. USDA and other agencies such as the Department of State and the United States Agency for International Development have been charged with the responsibility to provide advisors to these teams. The PRT advisor will be posted in a provincial location in either Iraq or Afghanistan. The work will be conducted in hazardous environments and under difficult living conditions.

This position is subject to special pay allowances which are equal to 75% on top of base salary and locality pay.

PRTs are teams composed of civilian and military personnel, charged with the reconstruction and stabilization of the provinces where they operate. USDA and other agencies such as the Department of State and the United States Agency for International Development have been charged with the responsibility to provide advisors to these teams.
