In August 2003, the United States and the
European Union agreed
on
a
basic framework for the WTO negotiations that significantly narrowed
previous
disagreements. The framework developed key concepts and formulas, with specific
numbers still to be determined during future negotiations. Although the
framework was not a final agreement, it was hoped that it would help the Doha Round negotiations
progress through the Cancún Ministerial (September 2003) to a successful conclusion.
